Community Safety Training
In September of 2016, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) announced it has awarded the Sustainable Workplace Alliance its new Community Safety Grant to improve the nation’s response to hazardous materials transportation incidents. With focus specifically on the training of state and local personnel responsible for enforcing the transportation of hazardous materials.
This new grant program, authorized by the FAST Act, provides funding to conduct national outreach and training programs to assist communities to enforce hazardous materials regulations, and prepare and respond to accidents and incidents involving the transportation of hazardous materials, including Class 3 flammable liquids. “Safety enforcement is an essential part of PHMSA’s commitment in protecting America’s citizens from transportation related accidents,” said PHMSA Administrator Marie Therese Dominguez. “Local law enforcement personnel perform a critical role in ensuring that hazardous materials are moved safely, and this grant will provide them with the training and education they need to continue to serve and protect our communities.
Who Should Attend:
Any State, County, City personnel who inspects or provides enforcement of HAZMAT regulations, with special emphasis on transportation. Including but not limited to:
- Local and State Police
- Fire Inspectors / Fire Marshalls
- Code Enforcement
- Health Inspectors (i.e. food truck inspections)
During This Training, You’ll Learn How To:
- Identify Hazardous materials which are substances or materials that the Secretary of Transportation has determined are capable of posing an unreasonable risk to health, safety, and property when transported in commerce.
- Understand the classification process and significance of packing group assignment for hazardous materials transported in commerce.
- Verify that shipping documents conform to the provisions of 49 CFR, part 172 subpart C.
- Confirm that hazardous material package markings conform to 49 CFR, part 172 subpart D.
- Confirm that hazardous material package labeling conforms to 49 CFR, part 172 subpart E.
- Verify that hazardous material placarding confirms to 49 CFR, part 172 subpart F.
- Confirm that each motor carrier required to register with the DOT carries a current Certificate of Registration or U.S. DOT Hazmat Reg. No. on board each truck or truck tractor.
CLASS OUTLINE:
INTRODUCTION
The Federal hazardous materials transportation law (Federal Hazmat Law) and the Hazardous Materials Regulations (HMR) provide for the safe and secure transportation of hazardous materials (hazmat) in commerce. State and local inspectors and enforcement personnel must be confrontable with these regulations to mitigate or eliminate the risk to public safety
UNDERSTANDING 49 CFR AND THE HAZARDOUS MATERIAL TABLES
In this module, we’ll learn how to read and research the 49 CFR regulations for hazmat transportation, including how to quickly lookup the hazardous materials tables. Attendees will be able to identify items regulated as hazardous materials during transportation
HAZARD COMMUNICATION (SHIPPING PAPERS, MARKS, LABELS, & PLACARDS)
We’ll start by reviewing the classification process and significance of packing group assignments for hazardous materials. We’ll also explore required shipping papers, package marks, package labels and vehicle placards as required by 49 CFR, part 172 subparts C – F
TRANSPORTATION AND REQUALIFICATION OF DOT SPECIFICATION CYLINDERS
In this module, we’ll discuss DOT’s requirements for testing and requalification of DOT specification gas cylinders. Attendees will understand the nomenclature found on DOT cylinders and how to quickly identify cylinders that are out-of-date or otherwise unsafe
HOW TO USE THE 2016 EMERGENCY RESPONSE GUIDEBOOK (ERG)
Our final module takes the attendees through a tour of the updated 2016 Emergency Response Guidebook and how to effectively use it when responding to an incident. You’ll easily be able to identify critical protective and response steps to take when dealing with hazardous materials
